Global Development 2.0 — Jobs for the AI Era

Development outcomes, measured in jobs and wages — not people trained.

Global Development 2.0 is Correlation One's workforce development practice for the AI era — partnering with the World Bank, UN agencies, and multilateral institutions to deliver programs priced on verified jobs and wages, at private-sector pace, evaluated to the standard of a J-PAL randomized controlled trial.

What is Global Development 2.0?

Your institutions have redefined the mission. The implementing ecosystem hasn't caught up.

Global Development 2.0 is our answer: the jobs agenda, rebuilt for the AI era. The World Bank has made job creation core to everything it does. UN agencies are converging on decent work and economic empowerment. Shareholders and boards are demanding results-based instruments and private capital mobilization.

Yet most implementation still runs through a legacy model: donor-funded, activity-billed, overhead-heavy, and reporting on inputs — people enrolled, workshops held — rather than the outcome your mandate is measured by. AI is transforming labor markets faster than that model can move.

The legacy model

  • Success = people trained
  • 100% donor-funded
  • Activity-based billing
  • Indirect rates above 40%
  • Multi-year procurement cycles
  • Impact asserted, rarely proven

The Correlation One model

  • Success = jobs and wages
  • Private-sector co-investment
  • Performance-based contracts
  • Radically lean cost structure
  • Launch in months, not years
  • Evidence is the product
What we do

Three practice areas. One metric: jobs.

Every figure below comes from participant-level data. Where it matters most, impact is measured against a counterfactual: Tech for Jobs carries a randomized controlled trial run by MIT's J-PAL — the evidentiary standard your own evaluation offices hold up as best practice, and one almost no implementer volunteers to be judged by.

Gender outcomes by design

Tech for Jobs was built around women's workforce participation — using remote work with global employers to remove the transit, childcare, and mobility barriers that keep women out of the labor force. And the effects reach beyond employment: the independent Cyber Advance evaluation found participants' involvement in major household financial decisions rose from 34% to 52% between baseline and endline. If your operation carries gender targets, we don't treat them as a safeguard. We treat them as the design brief.

Case study — SoftBank

Private-sector rigor is our default setting.

SoftBank's $5B Latin America Innovation Fund engaged Correlation One to unlock data and AI capability across its portfolio companies. We benchmarked skills, built a case-based curriculum around each company's real business problems, and had teams implement their capstone solutions in live operations.

This is the delivery engine we bring to development work — the same platform, the same instructors, the same standards.

How to engage us

Four pathways, mapped to how your institution actually works.

We've structured our practice around the instruments you already use — so a conversation can become an operation without inventing a new modality.

01 · Financed operations

Implementing partner in government-executed operations

We deliver national-scale workforce components inside Bank- and MDB-financed projects, procured and executed by the borrowing government. We know how to win, contract, and deliver under government procurement — not just donor grants.

PRECEDENT: DS4A / Colombia: multi-year national program contracted directly with MinTIC, Government of Colombia.
02 · Results-based financing

Outcomes-priced delivery for RBF and outcome funds

We will contract on verified jobs and wage gains — with independent verification and payment tied to results. Our margin is at risk alongside your development objective, which is exactly how it should be.

PRECEDENT: Tech for Jobs: outcome-focused delivery with a J-PAL randomized controlled trial measuring causal impact.
03 · Advisory & analytics

Technical advisory to country teams and ministries

Assessment-based skills benchmarking and AI workforce readiness diagnostics that plug directly into country diagnostics, jobs strategies, and project preparation — grounded in what workforces can actually do, not survey self-reports.

PRECEDENT: Published Technical Skills Benchmarking research, including national-level reports (2023).
04 · Private capital mobilization

Corporate co-investment and employer demand

Our core business is AI enablement for Fortune 500 enterprises. We bring employers to the table as co-funders and hirers — converting your public dollars into blended structures with private skin in the game.

PRECEDENT: DS4A / Latin America: fully sponsored by SoftBank and portfolio companies across four countries, 2020.

FAQ

Everything you need to know.

What is Global Development 2.0? Global Development 2.0 is Correlation One's model for workforce development in the AI era: the jobs agenda, rebuilt. Instead of donor-funded, activity-billed programs that report on people trained, Global Development 2.0 programs are priced on verified economic outcomes — jobs created and wages earned — delivered at private-sector pace with private capital co-invested alongside public funding. How does Correlation One work with the World Bank, UN agencies, and MDBs? Four ways: as an implementing partner inside government-executed, Bank-financed operations; as an outcomes-priced delivery partner for results-based financing and outcome funds; as a technical advisor providing assessment-based skills benchmarking for country diagnostics and jobs strategies; and as a mobilizer of corporate co-investment and employer demand.
How is this different from traditional development implementers? Traditional implementers are structured around donor grants, activity-based billing, and input reporting. Correlation One's development practice runs on the AI enablement platform we built for Fortune 500 enterprises, which means lean cost structure, employer relationships that convert training into jobs, and the willingness to put our own margin at risk against verified outcomes.
What evidence supports Correlation One's programs? Three layers: Tech for Jobs in Jordan carries a randomized controlled trial conducted by MIT's Abdul Latif Jameel Poverty Action Lab (J-PAL), funded by USAID — one of only 17 RCTs USAID ran globally. Cyber Advance for Women in MENA has an independent third-party endline evaluation by research firm Mindset. And all programs report participant-level outcome data, with published Technical Skills Benchmarking research measuring workforce capability through direct assessment rather than surveys.
What did the independent evaluation of Cyber Advance find? The June 2026 endline evaluation, conducted by independent research firm Mindset six to seven months after program completion, found that employment among the 97 surveyed completers nearly doubled — from 35% at baseline to 66% at endline — with 80% in paid work since program start. 87% of exam takers passed CompTIA Security+, median earnings rose 59% in Egypt and 15% in Jordan among those employed at baseline, and participants' involvement in major household financial decisions rose from 34% to 52%.
Where has Correlation One delivered at national scale? Colombia (DS4A with MinTIC since 2019, 2,000+ graduates from 30,000+ applicants), Jordan (Tech for Jobs with USAID, 1,500+ jobs; Cyber Advance with the U.S. State Department), Latin America (DS4A across 8 countries with SoftBank), and workforce programs across 50+ countries including Amazon Career Choice in 10 countries.
How are Global Development 2.0 programs funded and priced? Programs are structured to blend funding sources: multilateral or bilateral financing, government budgets, and private-sector co-investment from employers who hire program graduates. Correlation One offers outcomes-based pricing — payment tied to independently verified jobs and wage gains — as well as traditional contract structures inside government-executed operations. Pricing depends on scope, country, and target outcomes.

Bring us a country, an operation, or an outcomes target.

If you're a task team leader, program officer, or country director working on the jobs agenda, we'll show you what an outcomes-priced, evidence-backed workforce operation looks like — with a delivery precedent behind every claim.
